The Code of Practice, as required to be in place prior to the Act being implemented, has been returned from the Attorney General's office as an approved document. The Minister provided the Act to stakeholders for information purposes only and asked for any particular comments thereon by 3rd March 2016 with a view to implementing the Act shortly thereafter.

It is expected that there is limited scope for amendment to the Code if the Minister is to fulfill the intention of announcing the commencement of the legislation shortly after 3rd March 2016. That said, there are many stakeholders and there are likely to be plenty of comments, so until the Act is implemented by statutory instrument one can only wait with baited breath...
